The documentary examines how social networks influence state governance. The director claims that the advent of social networks has brought about «the greatest social changes since the invention of the printing press».

The author believes that social networks are capable of creating self-organized structures able to change any government. The movie tells of networks like Zopa, which allows users to lend and borrow money; Ebbsfleet United, a football club run and owned by the fans; Couch Surfing, where users can find a place to stay in a foreign country or another city, or offer their home for other travelers, etc.
